[Bug 1848603] [NEW] Drop bzr and other python2 depends/suggests

Thoughts on dropping bzr-* depends so ubuntu-dev-tools doesn't pull any
python2 bits?

>From a quick pass, all of the other changes needed are already in git
-https://git.launchpad.net/ubuntu-dev-tools/log/

I think we want to have more developers running with no /usr/bin/python
to catch possible regressions.
