[Bug 1779963] [NEW] create pull-ppa-* functionality

the pull-[lp|debian|uca]-[source|debs|ddebs|udebs] allows pulling from
the 3 major archives, but not PPAs.  Functionality is needed to be able
to pull from specific PPAs.
