[Bug 1264905] [NEW] [submittodebian] inserts a blank debian/changelog diff header into the patch

Not sure if this is specific to my configuration, but, when I submit an
Ubuntu change to Debian, the patch invariable contains a line just
saying that debian/changelog was changed without any actual changes. It
makes sense to not include those changes in the patch, but the header
should be removed as well.
