[Bug 1016468] [NEW] please add pull-lp-debs

Public bug reported:

unlike debian we do not have apt-getable snapshots of the archive.
Please add a command which goes something like this:

     pull-lp-debs $pkg $pocket $version $arches

NB! verify the checksums, by retrieving them from reliable secure
source, e.g. launchapd api over SSL with full trust chain of certs
checking.
