[Bug 979849] [NEW] [syncpackage] --no-lp option requires authorization

Public bug reported:

The --no-lp option should not require any data that's not available
anonymously, so it shouldn't insist on LP account priviledges.

syncpackage --no-lp xiphos_3.1.4-3.dsc
The authorization page:
