[Bug 842217] [NEW] [requestsync] does not ignore duplicate bugs of done requests

Public bug reported:

requestsync does ignore duplicates of done requests. It just loops over
all bug with !bug_task.is_complete. This value is False for duplicates
of fixed bugs.
