[Bug 888440] [NEW] [mk-subild] should have an --eatmydata argument

Public bug reported:

...which, when specified, should install eatmydata in the chroot and set
prefix-command=eatmydata in the chroot config.

Useful for build chroots where the build artifacts matter and what
happens in the chroot doesn't.

(Note that eatmydata was only included in the release going back to
natty. It was backported back to lucid,  but sbuild chroots generally
don't include backports)
