[Bug 824285] Re: [pbuilder-dist] hardcodes the mirrors to use

New patch that supports both UBUNTUTOOLS_{DEBIAN,UBUNTU}_MIRROR and
MIRRORSITE.

It also adds support for OTHERMIRROR.
