[Bug 667889] Re: ubuntu-dev-tools should recommend ubuntu-qa-tools

ubuntu-dev-tools should only depend or recommend package that are needed
by the scripts in ubuntu-dev-tools. To raise the awareness of ubuntu-qa-
tools, packaging-dev could recommend it.
