[Bug 899399] [NEW] submittodebian crashes after successful filing due to editor backup files

Public bug reported:

My editor leaves backup files behind using the ~ convention.  This makes
submittodebian unhappy; after successfully sending the bug report to
Debian, it then tries to clean up the tmpdir and fails:

OSError: [Errno 39] Directory not empty: '/tmp/tmpnzr4dF'

Perhaps submittodebian should clean that directory harder?
