[Bug 664719] [NEW] syncpackage should upload files automatically

Public bug reported:

Binary package hint: ubuntu-dev-tools

Now syncpackage signes source files to uploader. Then contributor has to
use dput to upload source files into archive. I suggest to make
uploading automatically, just after sign key. Eventually, script can
show to read and accept .changes file before uploading.
