Please sync gcl 2.6.7-56 (universe) from Debian unstable (main). This 
new version fixes FTBFS. It also solves a serious problem with maxima 
(bug 303587).

Explanation of the Ubuntu delta and why it can be dropped:

* Set RELOC to locbfd, fix FTBFS on many architectures.
