I can confirm the install error.
$ uname -a
Linux ubuntu 2.6.31-17-generic #54-Ubuntu SMP Thu Dec 10 16:20:31 UTC 2009 i686 GNU/Linux

$ sudo apt-cache policy vim-rails 
vim-rails:
  Installed: (none)
  Candidate: 0.3
  Version table:
     0.3 0
        500 http://mirror.optus.net karmic/universe Packages

$ sudo apt-get install vim-rails
