[Bug 508986] [NEW] Package should depend upon rcs

Public bug reported:

Binary package hint: bzr-cvsps-import

The package bzr-cvsps-import should depend upon the package rcs, because
it uses the 'co' command from the rcs package by default.

When I installed and ran it, I received the following output:

do you have rcs installed?
(2, 'No such file or directory')

This is fixed by installing the package 'rcs'.

Using Ubuntu 9.10, bzr-cvsps-import 0.0.1~bzr63-1.
