[Bug 503899] [NEW] Audio shutdown failure (hits watchdog)

Public bug reported:

Binary package hint: openbve

Openbve does not always exit cleanly and may hang on exit.  The
Debian/Ubuntu version includes a watchdog that is started during program
close and will fire if Openbve has not exited within five seconds;  this
uses the FailFast() method.  Output from a hung shutdown appears to be
generally stuck somewhere in the audio subsystem:

WatchdogExit: starting timer
WatchdogExit: Something did not shutdown quickly enough, forcing exit

Unhandled Exception: System.NotImplementedException: The requested feature is not implemented.

Ideally Openbve or its dependencies should not hang indefinitely whilst
shutting down.
