[Bug 503529] [NEW] daemon incorrectly logs out new users

Binary package hint: timeoutd
I have installed timeoutd (1.5-10.1) in a lab environment with 30 Ubuntu
9.10 workstations. There is a need for this package to automatically
logout any idle users after a set period of time. The configuration file
in /etc/timeouts contains:
Al:tty*:*:*:180
This works and successfully logs out a user after 3 idle hours. However,
if the machines have been running for long period of time, the first
user to login is automatically logged out within 1 minute (the polling
period for timeoutd). That user, or any other user, can now log into
that machine without issue.
Timeoutd entries in /var/log/syslog:
Jan 5 11:35:12 e112 timeoutd[3461]: User student exceeded idle limit (idle for 1117 minutes, max=180).
The first unsuccessful login seems to 'reset' the timeoutd internal
counter. If the workstation is left alone for 180 minutes, the next user
to login is automatically logged as well.
