[Bug 503162] [NEW] Sync jppy 0.0.54-1 (universe) from Debian unstable (main)

Please sync jppy 0.0.54-1 (universe) from Debian unstable (main). It
builds in pbuilder and will fix the current FTBFS.

Explanation of the Ubuntu delta and why it can be dropped:
The Ubuntu change was applied in Debian too (in 0.0.52-1).
