[Bug 523865] [NEW] "Open selected file" should ask to create a file if it doesn't exist

Public bug reported:

Binary package hint: geany

If I press Ctrl-Shift-O to open the file under cursor, but it doesn't
exist, all I get is a status line of "Cannot open file: no such file or
directory". It would be useful to prompt: "The file doesn't exist, do
you want to create it?". If I answer yes, a new, empty, unsaved file
should be opened, and when I save it, I don't have to enter the name.
