[Bug 523756] [NEW] make strongswan a container package

Public bug reported:

Binary package hint: strongswan

At the moment (karmic, lucid), there is the (not up-to-date) package "strongswan" on one side and all the strongswan-*/libstrongswan packages on the other side.
I would like to make strongswan a container package which depends on the strongswan-* packages (maybe except the nm plugin, which could be a suggestion).
