This is caused by the use of the Xlack plugin, which displays system information in IRC + other features.
Disabling this plugin eliminates this bug.

When I try to join a channel that is locked with a keyword, xchat
informs me that this channel can't be joined because it needs a keyword
and instead joins the keyword as a channel:
/join #channel keyword
* Cannot join #channel (Requires keyword).
