[Bug 523430] [NEW] [MIR] mako

Public bug reported:

python-mako is a new dependency for rhythmbox-plugins, already in main,
and a dependency for gwibber, which is being moved to main.

Only violation of the Ubuntu Main Inclusion Requirements found was a
Recommends for python-beaker which is still in universe.  I reviewed all
the packages that depends on python-mako and confirmed all of them use
python-mako for template parsing, and none of the caching features of
python-beaker.  We are dropping the recommends to a suggests for python-
beaker.
