[Bug 522959] [NEW] xchat doesn't merge osd notifications

Public bug reported:

Binary package hint: xchat

xchat shows one osd notification bubble per message.  This causes it to
get quite seriously backlogged in cases where there are not really all
that many messages coming through.  It should merge them as described in
https://wiki.ubuntu.com/NotifyOSD#Merging%20notifications
