[Bug 521940] [NEW] Frames per second counter uses game-time, not real time

Public bug reported:

Binary package hint: openbve

The frame-per-second (FPS) counter displayed by toggling Ctrl-x, or on
the F10 debug screen uses game-time, not real time.  Consequently when
running the simulation at 5x normal speed (Ctrl-j) the frame time will
show a value 0.20 times its correct value; eg. 20 frames per second is
shown as 4 frames per second.

Ideally the FPS calculation should use real time so that it is not
skewed by simulation variables.
