Binary package hint: sipwitch

This was based originally on testing of a stock lucid system, and is a
valid issue which needs to be fixed.  At the same time, a major new
upstream release with NAT support occurred last week which feature
completes https://blueprints.launchpad.net/ubuntu/+spec/desktop-lucid-
sip-domain-calling so I bundled both of these together to submit just
one update/fix.  I also changed the debian/rules to use dh7 rather than
cdbs.  I will attach the debdiff for all this shortly...
