Quoting the attached DpkgTerminalLog.gz:

This is a know -- albeit not yet properly analyzed -- problem; marking
as a duplicate.

By the way, in step 2) you were supposed to put "apt-cache policy
xemacs21" but in this case I don't think that's necessary.
