[Bug 518911] [NEW] [MIR] cloud-utils

Public bug reported:

This is the Main Inclusion Request for package cloud-utils.

The cloud-utils package is a set of tools to make some common operations
on UEC or ec2 easier.  These tools are part of the 'xc2' spec [1].  This
is a native package maintained by myself (Scott Moser) and other members
of the server team.

The package has been recently added to universe.  It needs to be in main for 2 reasons:
1. It will be a 'Recommends' for euca2ools
2. It will be present in the uec/ec2 images
