I can confirm this with the following:
eclipse:
  Installed: 3.5.1+repack~3-0ubuntu2
  Candidate: 3.5.1+repack~3-0ubuntu2
  Version table:
 *** 3.5.1+repack~3-0ubuntu2 0
        500 http://ftp.litnet.lt lucid/universe Packages
        500 http://archive.ubuntu.com lucid/universe Packages
        100 /var/lib/dpkg/status

Whatever plugins I install they are appear in ~/.eclipse, but they are
never loaded.
