Launchpad says that virtaal 0.5.1 was uploaded on 22nd of January 2010.
On 6th of February I see this:

As you can see virtaal is at 0.4.1 and depends on a translate-toolkit version that is not available: it requires translate-toolkit >= 1.4.0, but only 1.3.0 is available.
