Thank you for reporting this bug and helping to improve Xubuntu. I have
tried to reproduce this issue in both 64bit Xubuntu 9.10 and 32bit
Xubuntu Lucid. I followed the directions above, but firefox did not move
on either system. I did note there is an option in firefox also, under
Edit -> Preferences -> Tabs -> "When I open a link in a new tab...". I
expect if that is checked, firefox would move to the workspace you are
in.

Are you using the default window manager, without compiz?
