I can confirm that this reference has been removed in the Xubuntu 9.10 docs. Unfortunately, Network Tools was removed from Xubuntu 9.04, and the docs were not updated in time. It is still present in the Xubuntu 9.04 documentation:
"Check if a connection is working properly

A good way of checking if a connection is working properly is to ping
another computer on the network or the Internet.

To check if you are connected to the Internet:

   1. Press Applications → System → Network Tools
   2. Select the Ping tab
