I don't know if this is a solution but if you don't compile acpi-cpufreq
inside kernel but as a module (choose M instead Y) cat /proc/cpuinfo
reports 1662 Mhz. This also enables you to modprobe any other module you
decide to compile as module in kernel configuration (you won't get
device or resource busy error). So if you modprobe p4-clockmod you'll
get scaling from some 200MHz up to 1666 MHz. As soon as my kernel gets
compiled i'll test this and report result here.
