report it there: http://bugzilla.xfce.org/enter_bug.cgi

However, I think this may also warrant a discussion on their
mailinglist: http://foo-projects.org/mailman/listinfo/xfce4-dev Besides
allowing you to provide a good rationale for this change, it will also
help preventing your feature request going unnoticed.
