[Bug 688872] Re: [sponsor-patch] Don't update the maintainer for no-change rebuilds

I am marking this bug as invalid, because we should update the
Maintainer field for no-change rebuilds too. The result of the Debian
poll was to change Maintainer on any change (including binary rebuild)
and preserve Maintainer: field as Debian-Maintainer [1].
