Looks like github's download is having problems. I posted a tarball for
the 0.7.10 release on our apt repo server. The following watch file line
should work:

http://apt.opscode.com/tarballs/chef-(.*).tar.gz

For example:

-- Scanning for watchfiles in .
-- Found watchfile in ./debian
-- In debian/watch, processing watchfile line:
   http://apt.opscode.com/tarballs/chef-(.*).tar.gz
-- Found the following matching hrefs:
     chef-0.7.10.tar.gz
Newest version on remote site is 0.7.10, local version is 0.7.8
 => Newer version available from
    http://apt.opscode.com/tarballs/chef-0.7.10.tar.gz
-- Downloading updated package chef-0.7.10.tar.gz
-- Successfully downloaded updated package chef-0.7.10.tar.gz
    and symlinked chef_0.7.10.orig.tar.gz to it
-- Scan finished
