[Bug 438552] [NEW] libtest-cpan-meta-perl MIR (libyaml-perl build-dep)

Public bug reported:

Binary package hint: libtest-cpan-meta-perl

The latest libyaml-perl pulls in libtest-cpan-meta-perl as a build-
dependency, and with it a bunch of other perl modules, in order to
enable a test suite at build time.  This seems like a good idea, in
which case these perl build-deps need to get an MIR; otherwise libyaml-
perl needs to have the build-dependency dropped.
