as I've said on #transmission I can trigger similar behaviour but my Transmission client is responsible and there is no excessive CPU usage. The way I've done it was:
 - add torrent with many (20 in my case) files that are in the same directory
 - change priority for some of files
 - set sort to Download column
 - uncheck and check download checkbox for the folder that contains all files
 - profit
oh, here goes a movie. We all love movies ;)
