This is not a bug.

Please use official libtorrent-rasterbar packages from your
distribution, or if you really need an up-to-date version please use
only the ppa from deluge-team: https://launchpad.net/~deluge-
team/+archive/ppa.

Packages from any other ppa are highly discouraged.
