Confirming.  gnome-shell is looking for the un-sonamed library.
Obviously gnome-shell starts with the libclutter-1.0-dev installed, but
will not start with just libclutter-1.0-0.

I haven't checked any further, but this would seem to require a patch to
either the javascript looking for that library or to gjs.
