andrew at andrew-testing:~$ uname -a
Linux andrew-testing 2.6.31-10-generic #34-Ubuntu SMP Wed Sep 16 00:23:19 UTC 2009 i686 GNU/Linux

So when I attempted to go around network-manger, it still failed with:

Open a socket for LPF: Operation not permitted
  Failed to bring up eth0.

Which led me to think that apparmor might be the problem here. Stopping
it with:

  sudo /etc/init.d/apparmor stop

has resolved the issues. I can now connect with the current kernel both
wired and wireless, with and without network-manager.

** Also affects: apparmor (Ubuntu)
   Importance: Undecided
       Status: New
