[Bug 432470] [NEW] FTBFS because it doesn't expect Python 2.6

Public bug reported:

Binary package hint: tilecache

One of the automated tests and the debian/rules don't expect 2.6.  A
debdiff is forthcoming.  I've forwarded the test fix to upstream
developers.  Am assuming Debian isn't interested in these changes yet.
