[Bug 431940] [NEW] skype4py package causes catastrophic apt corruption

Public bug reported:

Binary package hint: python-skype

The package python-skype_1.0.31.0-1_all.deb cannot be installed because
of its internal inconsistency. It creates a file at /usr/share/python-
support/python-skype.public, but then complains that the file is not a
directory.

The consequence of this is that it remains half-installed. When you try
to uninstall it, you get the following:

root at ermintrude:~/Bulk/downloads# dpkg -r python-skype
dpkg: error processing python-skype (--remove):
 Package is in a very bad inconsistent state - you should
 reinstall it before attempting a removal.
Errors were encountered while processing:
 python-skype

But you cannot reinstall it because it is uninstallable. All other
operations involving writing to the apt database are likewise
impossible. In other words this defective package has completely broken
Ubuntu.
