[Bug 429879] [NEW] Should not show dialogue during upgrade saying to read README.Debian

Public bug reported:

Binary package hint: openttd

When OpenTTD is upgraded, it presenting a dialogue stating that the user
should read README.Debian to find out where to install the proprietary
data-files.

Ideally, this debconf dialogue should not be shown and no installation
error should be caused.  The program installing successful is unrelated
to it being useful.
