Probably not, the NetworkManager plugin supports IPsec VPNs using the
newer IKEv2 protocol. The protocol is currently supported by a few
vendors only,

The problem is that strongSwan NetworkManager plugin was in Debian testing, while the reqired strongSwan base packages was not (hence the missing dependency).
In the meantime, both are in testing now, but the Debian Import Freeze is over. I suggest to manually import the new Debian source packages network-manager-strongswan and strongswan.
