[Bug 428367] [NEW] instant shutdown when another user is logged in

Public bug reported:

scenario:

a) user A logs in
b) user B logs in through fusa
c) get back to user A desktop
d) from the fusa, choose poweroff: an instant shut down will be triggered, i.e. no timeout dialog will pop up
