[Bug 427120] [NEW] Unable to perform shutdown

Public bug reported:
Binary package hint: xfce4-power-manager
When I click the exit panel applet and select reboot or shutdown from
the dialogue, I'm presented with an error dialogue box titled "Unable to
perform shutdown". The contents of the dialogue read "The name
org.freedesktop.PowerManagement is not provided by any .service file.".
After clicking okay, you're returned to the gdm login screen.
