This is not new with GRUB 2; Ubuntu has always behaved this way by
default, although there are ways to make the installer do otherwise. I
think it's the right default as there's no way to know in general how to
hook into an existing boot loader in the MBR, so that Ubuntu is actually
bootable after installation.

Please file this as a separate bug, as apparmor is entirely unrelated to
grub2.
