The "change virtual terminals" (chvt) portion of the System Testing app
fails to successfully change VTs.  No obvious failure/crash/etc; instead
the command seemingly does nothing.  (X remains; no flickering or
changes to GUI.)

Manual attempts to change to other virtual terminals (via
Ctrl+Alt+F[1..7]) succeed without any problem; seems to be isolated to
either chvt or the System Testing application.
