Public bug reported:

Binary package hint: insserv

The insserv version 1.12.0-11 that entered Karmic within the last 24
hours "Breaks: sysv-rc (<< 2.87dsf-3)", which results in APT attempting
to remove upstart, because the Ubuntu fork of sysv-rc is still at
2.86.ds1-61ubuntu16 and yet upstart depends upon sysv-rc.

insserver version 1.12.0-5 that was present until yesterday did not
exhibit such versioned breakage.

The cure for this bug is to either update Ubuntu's fork of sysv-rc up to
2.87dsf-3 or downgrade the version of insserv available in universe to
something that won't indirectly break upstart.
