[Bug 425454] [NEW] lsb-cc is version 3 rather than 4 in 9.10

Public bug reported:

Binary package hint: lsb-build-cc3

The lsb version installed is 4 so the lsb-cc should also be version 4.
This would get rid of th many warnings about the unknown gcc version.
