[Bug 422858] [NEW] Atom N280 frequency scaling not supported

Public bug reported:

Seems like there's a few people out there with a common problem. I can't
get my Ubuntu 9.04 to manage the frequency of the Atom N280 CPU at 1,6
GHz on my Acer One D250 HD.

A quick google with bing later I found that I could "sudo modprobe
acpi_cpufreq" except this returns "FATAL: Module acpi_cpufreq not
found". A "sudo dpkg-reconfigure gnome-applets" didn't cut it either.

/sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies returns:
1333000 1066000 800000 

Which shouldn't be, as /proc/cpuinfo, as well as Windows 7, states it's a 1,66GHz:
model name	: Intel(R) Atom(TM) CPU N280   @ 1.66GHz
stepping	: 2
cpu MHz		: 1333.000
power management:

Though it seems the frequency is locked at 1,3GHz and that there's no
power management involved.
